How the exact-size search works
Instead of one fixed quality, Graviton encodes your image several times and keeps the best one under 200 KB. "Shrink dimensions if needed" is off by default, so the width and height stay the same and only the quality goes down. If that needs very heavy compression, Graviton offers "Shrink dimensions to fit": it reduces the dimensions a little at a time, which looks better than heavy compression artifacts.

Yes. Scans of pages compress well. Keep the dimensions so text stays readable, then lower the target only if you need to.
Will the file be exactly 200 KB?
It will be 200 KB or slightly less. Sizes are counted in kilobytes of 1,000 bytes, so the file also passes forms that count 1,024 bytes per kilobyte.
Are my images uploaded?
No. Graviton converts and compresses inside your browser, so your images never leave your device. Nothing is sent while you compress. When you download, the browser sends only a one-way fingerprint of the image, so the download can be counted and approved. Graviton stores none of it.
